President Xi Jinping sent a congratulatory letter to the 2023 Forum on the Development of Xizang, China on May 23. The forum was held in Beijing on that day. Xi noted that people's happiness is the ultimate human right, while development holds the key to delivering better lives to the people. Xi is also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission.
